CFV: New JDK7u Committer: Petr Pchelko

I hereby nominate Petr Pchelko (OpenJDK user name: pchelko) to JDK7u 
Committer.

Petr has a Committer role in JDK8 and OpenJFX projects. Many of his 
fixes are backported to JDK7u as well, here is the incomplete list:
