Yes, I think it's exactly that. That indeed sounds a little weird at
first glance. But imagine somebody using the Oracle JDK (e.g. because
he's on Windows or Mac where there are no OpenJDK binaries). And this
somebody has a fix which he desperately needs in the Oracle JDK and
this somebody doesn't have an Oracle support contract.

This real poor guy can then fix the bug in OpenJDK 7u, label it with
"CPU-critical-request" and hope for the best.

That may make indeed sense for him.
