[7u-dev] Request for approval: 8038306: (tz) Support tzdata2014b

Hi,
This is a request to backport a fix for 8038306 to JDK7u-dev.
Changes are almost identical to JDK9:
Generic timezone names are not supported in JDK7 and because of that 
changes related to "Antarctica/Troll" generic names wasn't backported.
The following set of test were executed with "pass" result:
test/sun/util/resources/TimeZone test/sun/util/calendar 
test/closed/java/util/TimeZone test/java/util/TimeZone 
test/java/util/Calendar test/java/util/Formatter 
test/sun/util/resources/TimeZone
