Request for approval: 8024677: [TESTBUG] Move tests for classes in /testlibrary

Hello,

This is a request to push a backport to the JDK7u-dev repository.

Since lately we've pushed updated testlibrary to jdk7, I would like to 
add testlibrary tests to hotspot ws as well.
