[7u80] Request for approval for CR 8025710: Proxied HTTPS connections reused by HttpClient can send CONNECT to the server

Hi 7u Maintainers,

I would like to request approval for 8025710 for inclusion in 7u80 ( to 
be pushed to 7u-dev ). The 7u changes identical to the JDK 9/8 changes.
