[RFR] JDK-8043910 String.toLowerCase regression - violates Unicode standard

Hello,

Can someone please review / sponsor the following change for the subject
bug  (https://bugs.openjdk.java.net/browse/JDK-8043910) to the 7u
repository:

http://cr.openjdk.java.net/~jmanson/8043910/webrev.00/

It's basically the same as the change to JDK8 (JDK-8042814), but I've
resolved conflicts in a couple of places where code moved around in JDK8.
