[7u-dev] Request for approval for 8048170: Test closed/java/text/Normalizer/ConformanceTest.java failed

Backport to 7u request. Changes were pushed to jdk9 a bit more than 2 weeks ago and to 8u a bit less than 2 weeks ago. Nightly testing is fine. The change doesn’t apply cleanly to 7u sources but the conflict is straightforward to solve.
