[7u-dev] Request for approval for 8066103: C2's range check smearing allows out of bound array accesses

Backport to 7u request. Changes were pushed to jdk9 2 weeks ago and to 8u a bit less than 2 weeks ago. Nightly testing is fine. Changes apply cleanly to 7u sources but the test case cannot be run and I had to remove its use of the whitebox API.
