[7u-dev] Request for approval: 7052170 javadoc -charset option generates wrong meta tag

Hello!

I'm looking for an approval to backport the fix to jdk7u-dev.

In the duplicate of this issue it is mentioned, that the bug may cause 
failures of third party tools, so it's better to have it ported to 7u.
