[7u60] Request for phase 2 approval for CR 8016328: Regression : Javadoc i18n regression caused by fix for 8012375

This is more of a retroactive request since the fix was recently pushed 
to the 7u60-dev forest.

Consider this approved for 7u60 and push to jdk7u-dev as per new 
stabilization process.
