[7u60] Request for approval for 8019853: Break logging and AWT circular dependency

Hi,

This is a request for approval to backport two fixes from
JDK 8 to 7u60:

[1] 8019853: Break logging and AWT circular dependency
[2] 8026404: Logging in Applet can trigger ACE: access
          denied ("java.lang.RuntimePermission" "modifyThreadGroup")
(the second fix is a fix of the first fix)
