[7u communication] 7u60 Stabilization forest proposal

Sounds good Dalibor. Since the CPU bulk merge occurred this week, let's 
do a build (b03) to make sure everything is ok. b04 can happen next 
week, so let's fork from 'jdk7u60-b04' tag on January 22nd.
