[7u60] Request for approval : 8011194, 7199674

I'm seeking approval to backport these two Mac fixes to 7u60:

Both fixes have been in 8 for several months.  Apart from a 
new-build/old-build makefile tweak for 7199674 (new 7u changes reviewed 
by alanb), both 8 changesets apply cleanly to 7udev.

Automated testing revealed no new test failures.
