[7u-dev] Request for approval : 8043200, 8050158

Requesting approval to push following changes to 7u-dev. Changes for 8u and 9
have already been worked for upcoming releases.

8043200: Decrease the preference mode of RC4 in the enabled cipher suite list
8050158: Introduce system property to maintain RC4 preference order
