[7u-dev] Request for approval 8051844: BootstrapMethods attribute cannot be empty again

Could you please approve the fix for 8051844 to jdk7u-dev?
It's re-push of JDK-8041918.
Fix JDK-8034926 was pushed second time to 7u-dev after JDK-8041918 and 
fix was removed from 7u-dev.
