[7u-dev] RFA: 8025051: Update resource files for TimeZone display names

Hello,

Can I have an approval for backport of the time zone names changes [1] 
to JDK7u-dev. The backport slightly differs from the original JDK9 changes:
1. There is no generic names in JDK7 and because of that only the 
STD/DST naming changes was backported.
2. The test that was introduced by original bug was removed from JDK9 
[2] - thats why it wasn't backported.

The following set of tests was executed on JDK7 build with proposed fix:
test/sun/util/resources/TimeZone test/sun/util/calendar 
test/closed/java/util/TimeZone test/java/util/TimeZone 
test/java/util/Calendar test/java/util/Formatter 
test/sun/util/resources/TimeZone
