[7u-dev] Request for approval: 8032909: XSLT string-length returns incorrect length when string includes complementary chars

Hi,
This is a request to backport a fix for 8032909 to JDK7u-dev. Changes 
are identical to JDK9.
Build and new regression test succeeded.
