[7u-dev] Request for approval : 8037945: Paths.get("").normalize() throws ArrayIndexOutOfBoundsException

I'd like to backport this fix to the jdk7u-dev code line. Applies 
cleanly. Already fixed in 8u20. Builds & tests are green.
