[7u-dev] Request for approval 8058927: ATG throws ClassNotFoundException

Hi,

I'd like to get a approval for this backport into 7u.  It's a change from the original fix, approval below from original author.

JPRT, the testcase shown here, and the original test that found the problem have tested OK.
