Request for approval to backport JDK-8068639: Make certain annotation classfile warnings opt-in

Normal process is that we port from 9 -> 8u -> 7u.

This is approved for 7u on the condition that 8u is followed up on 
shortly. I'll create a backport record for 8u so that it's not forgotten.
