Merge ppc port into jdk7u-dev

Hi Andrew, 

it's the same as in jdk9, except for the C1 port and maybe some recent implemented
intrinsics.  We'll continue downporting fixes.  We supply the security fixes so that
Oracle can push them for ppc right away, too.  Sometimes processes are in the way ...
