May I suggest doing a bulk import (single changeset) upto 9ee6abf28de9?
Looking at the history, the ones prior to that are problematic, while
the vast majority of later changesets have OpenJDK bug IDs and retaining
that information will mean the bug database shows the fix has been
applied to OpenJDK 7, 8 and 9?

The CPU is still on going. It will depend on when that goes in, as
this shouldn't go in before that.
