CFV: New OpenJDK 7u Committer: Martin Balao

I hereby nominate Martin Balao (mbalao) to OpenJDK 7u Committer.

Martin has already produced a number of valuable contributions to
OpenJDK 7 [0] [1], particularly when it comes to security updates, where
he has helped with the backporting work.

Votes are due by the 13th of March, 2019, at 16h00 UTC.

Only current OpenJDK 7u Committers [2] are eligible to vote on this nomination.
