[7u] RFR 8161016: Strange behavior of URLConnection with proxy

Hello,

Please review the 7u backport of JDK-8161016. This is a parity backport with Oracle 7u321.
I kindly ask jdk7u maintainers to assist me pushing this if noone objects.
