Hopefully a simple straightforward fix to

     7117162: jdk8/jaxws/Makefile default DROPS_DIR should set to jdk8-drops

Consists of updating the jdk7 drop references to jdk8.

Yes, I'm aware of the rumblings to drop "DROPS" altogether in JDK8.  
Until that happens, this ensures the existing mechanism looks at the 
correct release by default.
