There's no fixed process. I would suggest that if a JEP already has
reviewers and/or endorsers then they should be advised of any major
change and given an opportunity to provide feedback (i.e., they're
stakeholders).

Thanks for asking. You're free to change a JEP's title, just like
any other part. Be aware, however, that I often edit JEP titles and
summaries so that they read well and will make sense in the context
of Release Project feature lists and (ultimately, if appropriate) in
their associated Platform JSRs.
So if you edit a title I might revise it later on, but I always check
with a JEP's owner if I have any question about the intended meaning
of a title.
In this particular case, for the sake of brevity I'd condense your
proposed title to something like "G1 GC: Reduce need for full GCs".
