According to the Bylaws definition, this is insufficient to approve the 
nomination.

Many thanks to John and Mark's kind advice, I will think much more 
carefully about the the word "significant" in the future. And also I 
believe Deven will continue to work hard and contribute to the OpenJDK 
community.
