CFV: New JDK8 Committer: Mikhail Cherkasov

I hereby nominate Mikhail Cherkasov to jdk8 Committer.

Mikhail has been a member of the Java SE sustaining team for a year now.
He has spent most of that time working on the client-side issues 
(Swing/AWT/Java 2D)

He has contributed several changes to jdk8 so far:
