[8u20] Request for approval: 8017142 Time display for Spanish(Chile, Ecuador ) locale doesn't show 24-hour format

Hello,

Could you please approve the backport of the fix to jdk8u-dev. There is 
no jdk8u20 specific change in the back port. A paying contract customer, 
Amdocs (Spain), requires this bug to be fixed.
