[8u20] approval request for 8039047: Parser accepts conditional catch clauses even when --no-syntax-extensions / -nse option is passed

Please approve backport fix for 8039047 from jdk9 to jdk8u20. The patch 
is applied "as is" without any jdk8 specific changes.
