CFV: New JDK 8u Committer: Aleksej Efimov

I hereby nominate Aleksej Efimov (aefimov) to JDK 8u Committer.

Aleksej is a member of the Java SE Sustaining team and works on all 
issues connected to the JDK core libraries. He's already a committer in 
the JDK 9 Project. His JDK 8u contributions to date are listed below.
