[8u20] Request for approval for CR 8039527: Broken links in ConcurrentMap javadoc

Hi 8u Maintainers,

I would like to request approval for 8039527 for inclusion in 8u20 ( to be pushed to 8u-dev ). The 8u changes identical to the JDK 9 changes.

The changes only affect the built javadoc, so may or may not impact the Oracle online docs, but will if they ever get regenerated,
