[8u] Request for approval: 8032808: Support Solaris SO_FLOW_SLA socket option

Hello,

This has been pushed already to 9 as part of the fix for:
https://bugs.openjdk.java.net/browse/JDK-8036979.

The fix for 8u is a subset of that changeset, with some small changes
