[8u-dev] backport request:8033113: wsimport fails on WSDL:header parameter name customization

Hi everybody,
I'd like to ask for backport:

This is review request for backport changeset from jdk9 to jdk8; fix 
addresses situation when there are conflicting parameter names
(wsimport fails) and those need to be customized.

8039899: Missing licence headers in test for JDK-8033113
