[8u-dev] Request for approval: Support SKIP_BOOT_CYCLE=false when invoked from JPRT

Requesting approval for the backport of JDK-8054009. The jdk9 change 
applies trivially to jdk8u-dev and was "optimistically" reviewed 
together with the jdk9 review.
