[8u communication] Plans for creation of 8u40 stabilization forests

Following on from my last mail regarding the 8u40 release timeline [1],
the current plan is to create the 8u40 stabilization forests once 8u40
b19 is promoted. That's due for build promotion on December 17th. As
always, this date is tentative and subject to change.

Once the jdk8u40-b19 tags have been added to the master forest, I'd like to
propose that the following 8u40 stabilization forests be created :

hg.openjdk.java.net/jdk8u/jdk8u40 based on
hg.openjdk.java.net/jdk8u/jdk8u/ tag jdk8u40-b19 (master forest)
hg.openjdk.java.net/jdk8u/jdk8u40-dev based on
hg.openjdk.java.net/jdk8u/jdk8u/ tag  jdk8u40-b19 (team forest)

Getting fixes into the jdk8u40 stabilization forest will be subject to
the Phase 2 stabilization process [2].
