[8u40] Request for approval: 8065627 Animated GIFs fail to display on a HiDPI display

approved. Like my last mail, it looks like today is the last day for 
getting fixes in via jdk8u-dev for 8u40. Lana is planning on taking 8u40 
b19 PIT snapshot tomorrow.
