[8u20] Request for approval: 8033785: TimeZoneNamesTest should be removed

Hi,
The JDK8 backport of 8030822 [1] fix was incomplete - the 
TimeZoneNamesTest wasn't removed from the repo.
This change [2] solves this inconsistency.
