[8u20] Request for approval for bulk integration of hs25.20-b04

That was inadvertently pushed,
a RFR is out there to undo the change.
PIT for this week snapshot is already running, so
that will be included in next week snapshot,

Is there a promotion scheduled for next week?
if needed, I can push that single change via pit waivers before the 
promotion
