[8u communication] Setting up the JDK 8 Updates Project

A follow up email to say that the JDK 8 Updates Census and integration 
forests are now live and open. Thanks to the Ops team for their help 
with that.

I've tagged the master forest with the 'jdk8u20-b00' tag.

the moment, we're following the jdk7u model and using
