[8u-dev] Request for approval and review : 8029627: Allow duplicate bugid for changeset in jdk8 update forest

As per the updates model, we allow duplicate bug IDs to be used to aid 
importing/exporting of mercurial changesets amongst different release 
lines. I'd like to update the 8u-dev configuration as a result.

Can I have a reviewer and approval for this ?
