[8u communication] JDK 8u mercurial notifications

I'd like to suggest that we move JDK 8u mercurial notifications away 
from the jdk8u-dev mailing list and set up a notification model similar 
to that created for the JDK 9 forests recently.

How about these mailing list suggestions ?

People would have to subscribe to the mailing list they're interested 
in. All mails would be archived by mailman in any case : 
http://mail.openjdk.java.net/mailman/listinfo

If there are no objections by next week, I'll push ahead and ask Ops 
team to make the necessary changes.
