[8u20] request for approval to backport 8031980: Add new j.u.l deadlock test for JDK-8027670 and JDK-8029281

Hi,

This is a request to backport:

8031980: Add new j.u.l deadlock test for JDK-8027670 and JDK-8029281

from jdk9-dev to jdk8u-dev (8u20).

This adds a new test for the deadlock found by JDK-8027670 and fixed
by JDK-8029281. The new test has much more chances to actually
detect the deadlock. It almost always fails on releases/builds that do
not have JDK-8029281.
