[8u20] request for approval to backport JDK-8033136: RoundEnvironment.getElementsAnnotatedWith receives wrong elements

Since it's not the same changeset as in 9, it may be worth getting Jon's 
or Joe's signoff on the trivial tweaks.

Jan - can you put the changeset up on cr.openjdk.java.net, since it got 
stripped from your post?
