[8u-communication] JDK 8u40 timeline

With the planned JDK 8u20 GA date [1] growing closer, work on the JDK 
8u40 release is expected to ramp up further in the coming weeks. I 
wanted to send out a proposal for the key milestone dates relating to 
the 8u40 release.

June 25th
-  8u40 (jdk8u-dev) forests are opened - Completed.

Mid Sept 2014
  - Feature Complete

November 2014
- RampDown 1

December 2014
  - RampDown 2 (Fork for the stabilization forests)

March 2015
- GA

Note that these timelines are preliminary only and are subject to 
change. Please refer to the JDK 8 milestones definition page [2] for a 
summary of what each milestone consists of. If no issues are raised with 
this schedule, I'll publish it on the JDK 8 Updates Project page next 
Friday, 18th July.
