[8u-dev] Backport request: 8046495: KeyEvent can not be accepted in quick mouse clicking

Hello,

     please approve the fix backport from jdk9 to jdk8u-dev.
     The fix functionality is almost the same as in jdk9, though it was 
made a little bit conservative for jdk8
