[8u20] Request for approval for CR 8053938: Collections.checkedList(empty list).replaceAll((UnaryOperator)null) doesn't throw NPE after JDK-8047795

Hi 8u Maintainers,

I would like to request approval for 8053938 for inclusion in 8u40 ( to 
be pushed to 8u-dev ). The 8u changes are identical to the JDK 9 changes.
