[8u20] Request for approval for CR 8044590: Broken links in jre.api.net.socketoptions

Hi 8u Maintainers,

I would like to request approval for 8044590 for inclusion in 8u20 ( to be pushed to 8u-dev ). The 8u changes are identical to the JDK 9 changes.
