[8u-dev] Request for Approval : 8042789: org.omg.CORBA.ORBSingletonClass loading no longer uses context class

Seeking approval to push this to jdk8u-dev. No plans to change behaviour 
in JDK 9. We'll maintain the new ORB classloading logic for that release.
