Please approve this backport from JDK9 to 8u20.

The fix does not apply cleanly to 
http://hg.openjdk.java.net/jdk8u/jdk8u-dev/jdk . However, the only 
different between JDK9 and JDK8u is in the list of bugs section of a 
test case: test/sun/text/resources/LocaleDataTest.java.
